The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, chaired the Cabinet session held today at Arqa Palace in Riyadh.

 

At the beginning of the session, the Cabinet reviewed the contents of the message received by His Royal Highness the Crown Prince, Prime Minister, from His Excellency the President of the Republic of Costa Rica, concerning bilateral relations between the two friendly countries and ways to strengthen them in various fields.

 

The Council then reviewed the meetings and discussions held between the Kingdom and several countries in recent days to strengthen cooperation and support multilateral efforts within international organizations and groups.

 

In a statement to the Saudi Press Agency following the session, His Excellency Dr. Majid bin Abdullah Al-Qasabi, Acting Minister of Media, explained that the Cabinet commended the proceedings of the third Riyadh International Humanitarian Forum, organized by the King Salman Humanitarian Aid and Relief Center in partnership with the United Nations and its affiliated organizations. The Cabinet praised the Forum's recommendations aimed at enhancing collective efforts to develop innovative, sustainable, and effective solutions for humanitarian response and to accelerate the achievement of the Sustainable Development Goals.

 

The Council also reviewed the topics on its agenda, including those studied jointly with the Shura Council. It further reviewed the conclusions reached by the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Cabinet, and the Council of Experts on these matters.

 

The Council resolved the following:

First:

 

To authorize His Highness the Minister of Culture – or his designee – to discuss with the Kuwaiti side the draft Memorandum of Understanding for Cooperation in the Cultural Field between the Ministry of Culture of the Kingdom of Saudi Arabia and the Ministry of Culture and Information of the State of Kuwait, and to sign it, and then submit the final signed version to complete the necessary procedures.

 

Second:

 

To authorize His Excellency the Minister of Environment, Water and Agriculture – or his designee – to discuss with the Djiboutian side the draft Memorandum of Understanding for Cooperation in the Field of Live Animal Resources between the Ministry of Environment, Water and Agriculture of the Kingdom of Saudi Arabia and the Ministry of Agriculture, Water, Livestock and Fisheries of the Republic of Djibouti, and to sign it, and then submit the final signed version to complete the necessary procedures.

 

Third:

To authorize His Excellency the Minister of Environment, Water and Agriculture – or his designee – to discuss with the Thai side the draft Memorandum of Understanding between the Ministry of Environment, Water and Agriculture of the Kingdom of Saudi Arabia and the Ministry of Agriculture and Cooperatives of the Kingdom of Thailand in the Agricultural Field, and to sign it, and then submit the final signed version to complete the necessary procedures.

 

Fourth:

Approval On the accession of the Kingdom of Saudi Arabia to the Near East Plant Protection Organization

 

Fifth:

 

Approval of the draft Memorandum of Understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of South Africa for cooperation in the field of communications and information technology

 

Sixth:

 

Approval of the Memorandum of Understanding between the Communications, Space and Technology Commission of the Kingdom of Saudi Arabia and the National Telecommunications Agency of the Federative Republic of Brazil

 

Seventh:

 

Authorization of His Excellency the Minister of Education – or his designee – to discuss with the Bangladeshi side the draft Memorandum of Scientific and Educational Cooperation between the Ministry of Education of the Kingdom of Saudi Arabia and the Ministry of Education of the People's Republic of Bangladesh, and to sign it, and then submit the final signed version to complete the necessary procedures

 

Eighth:

Authorization of His Royal Highness the Chairman of the Board of Directors of the Nuclear and Radiological Regulatory Commission – or his designee – to discuss with the Iraqi side the draft Memorandum of Understanding between the Nuclear and Radiological Regulatory Commission of the Kingdom of Saudi Arabia and the Iraqi Commission for the Control of Radioactive Sources in the Republic of Iraq in the field of nuclear safety and radiation protection, and to sign it, and then submit the final signed version to complete the necessary procedures Regulatory Matters

 

Ninth:

Authorizing His Excellency the Minister of Environment, Water and Agriculture, Chairman of the Board of Directors of the Saline Water Conversion Corporation (SWCC), or his designee, to discuss with the Japanese side the draft Memorandum of Understanding between the SWCC in the Kingdom of Saudi Arabia and Shinshu University in Japan in the field of seawater desalination, and to sign it, and then submit the final signed version to complete the regulatory procedures.

 

Tenth:

Approving the agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Kingdom of Morocco in the field of air transport services.

 

Eleventh:

Agreeing with His Excellency the Minister of Municipal and Rural Affairs and Housing and His Highness the Minister of Energy to define the violations referred to in Article (3) of the Regulations for Penalties for Municipal Violations related to fuel stations monitored by the Ministry of Energy, and to impose the penalties stipulated in the regulations. His Highness the Minister of Energy shall issue the necessary executive decisions and determine how they will be implemented.
